EVV (Electronic Visit Verification), in plain words

What it is

EVV is how a caregiver proves a visit happened: an electronic check-in and check-out — usually a phone app with location, sometimes a landline call or a small device — recording who visited, which client, what service, and when. It exists because Medicaid pays for visits, and paper timesheets proved too easy to invent.

Who must use it

Any agency billing Medicaid for personal care or home health visits, in every state — it is a federal requirement (21st Century Cures Act) implemented state by state, each with its own approved systems and aggregators. Private-pay-only agencies are not under EVV — one more real difference between the two payer lanes.

What it costs you

Usually a per-caregiver or per-visit software cost, plus the discipline cost: missed clock-ins become unpaid visits until corrected, so EVV hygiene is a payroll skill. Choose your system when you enroll, not when the first claim denies.

Run the numbers for your state

Guides are general; verdicts are specific. The license checker applies your state's rules to your service mix, and the cost calculator prices your opening from the same dataset this guide cites.

The paperwork, in filing order

The free checkers give you the verdict and the number. The Kit gives you the working papers: your state's application packet walked through in filing order, the policies-and-procedures binder spec (what your binder must contain — never a boilerplate binder), the administrator self-audit, the insurance & bond spec sheet, the Medicaid gate map, the franchise-vs-independent 10-year worksheets, and the payroll-runway planner.
